OHSU Helps Grow Further One-Year-Old Regional Health Care Safety Net Initiative

   Portland, Ore.

 

Oregon Health & Science University has approved an in-kind donation to the Tri-County Health Care Safety Net Enterprise, with the assignment of longtime OHSU business development consultant Sandy Leybold.

The Safety Net Enterprise was created earlier this year by Clackamas, Multnomah, and Washington Counties. The enterprise was created to transform various public and private efforts into a more effective and efficient system for improving health care access. The Enterprise will undertake planning efforts to establish region-wide strategies and solutions for improving community capacity to provide health care, the quality of care provided, the use of regional information in developing solutions, and the financial stability of health care providers serving low income and uninsured residents.

 "Sandy has a commitment to and a deep understanding of the complicated world of funding for the most vulnerable populations within our community," said Peter Rapp, M.H.A., executive director of OHSU Hospitals and Clinics. "Assigning Sandy to the Safety Net Enterprise will help our community develop some critical thinking on a very important and growing issue."

Leybold has worked at OHSU for more than 11 years, developing and implementing various programs, policies, and strategic plans. She created early plans for the OHSU Center for Women's Health and Digestive Health Center, implemented a worker's compensation managed care organization, and was part of the team creating CareOregon in partnership with Multnomah and Clackamas Counties and the Oregon Primary Care Association. Most of Leybold's recent work has focused on access to health care, and OHSU's role in the health care safety net. Leybold coordinated the process to gain Federally Qualified Health Center Look-Alike status for the OHSU Family Health Center - Richmond and a federal Rural Health Center designation for the OHSU Family Health Center - Scappoose.

Before joining OHSU, Leybold spent 14 years working in hospital operations, ambulatory care, and managed care at community and teaching hospitals. Leybold holds a master's degree in public health and hospital administration from the University of California, Berkeley, and a bachelor?s degree in economics from Stanford University.

"Sandy is a talented individual, knowledgeable of both safety net policy and operations," said Tom Fronk, enterprise executive director. "Her skills will serve the safety net and the enterprise well. We continue to be thankful for the leadership displayed by OHSU in making the enterprise a success." Leybold's initial assignment is for one year.
